“India is a country of villages” Our text book rightly stated that. But what is missed to be taught is that the development of villages is not in turning them to cities. Neither village means huts, unpaved roads, cattle and cow dung-cakes or villagers means uneducated, uncivilised, dhoti kurta people. We need to change the definition of village and villagers before drafting a plan for the villages.
Rural India is looking forward towards this budget with the hope to connectivity, electrification, education, medical facilities. Youth is running towards cities for jobs where the biggest industry, the agriculture is still in villages. We are ready to relocate for job to a township developed for any industry say Township of NTPC, CIL, SAIL even in forests, thus can be said youth isn’t running towards cities its running towards job and we need to create jobs in the villages.
Issues with Rural India and expectation from budget 2016:
Connectivity: There still are villages lacking out the basic of the basic facility which is vein to reach all the other facility and not all village has a “Mountain Man” to pave road. India needs connectivity to all its parts. We have a very positive expectation form our Finance minister to concider this in the coming budget while announcing the funds allocation on this 29th.
Electrification: This budget is said going to be a “Smart Budget” expectation is to bring solar energy for light in every rural house. Government of India has launched the scheme “Deendayal Upadhyaya Gram Jyoti Yojana” for rural electrification. Under DDUGJY-RE, Ministry of Power has sanctioned 921 projects to electrify 1,21,225 un-electrified villages, intensive electrification of 5,92,979 partially electrified villages and provide free electricity connections to 397.45 lakh BPL rural households. As on 30th June 2015, works in 1,10,146 un-electrified villages and intensive electrification of 3,20,185 partially electrified villages have been completed and 220.63 lakh free electricity connections have been released to BPL households.
Education: “I could not study further as the school was across river, and being a girl I was not allowed to go that far” In the year 2036, no young lady who are in primary today would say the statement to their next gen, is what expected form Sir Jaitley. Every Village requires having School up to 12th standard, this is to be made a responsibility of every panchayat.
Hospital: The Indian healthcare delivery system, which suffers from acute problem of limited resources, will need an investment of around $245 billion through traditional means to deliver desired outcome in next two decades. The requirement will be for 3.5 million beds, 3 million doctors and 6 million nurses. Several factors have resulted in poor health outcomes such as low life expectancy, high infant and maternal mortality rates. To achieve these targets, healthcare-sector players must focus on improving the reach, quality, and affordability of healthcare.
Emergency/ disaster funds: India is one of the most disaster-prone countries in the world. The locational and geographical features render it vulnerable to a number of natural hazards such as cyclone drought, floods, earthquakes, fire, landslides and avalanches. Schemes for financing expenditure on relief and rehabilitation in the wake of natural calamities are governed by the recommendations of Finance Commissions appointed by Government of India after every five years. Under the existing scheme, each State has a corpus of funds called Calamity Relief Fund(CRF), administered by a State Level Committee. This fund needs to be increased.
